Paul V. Sherlock Center, Rhode Island College The Paul V. Sherlock Center on Disabilities was founded at Rhode Island College in 1993. A vision for a national network of programs that advance the opportunities of persons with developmental and other disabilities, their families and communities, was created in federal legislation in the 1960s.
